礦泉水超濾裝置報道:二0一二年迄今,不了3個月的時間,中國各大城市發生了10余起水污染的原因,飲用水安全風險導致關注。針對這事,今年3月4日舉行的十一屆全國人民代表大會常務委員會五次交流會記者會上,發言人李肇星說,全國人大常委會將針對飲用水安全系數等難點開展培訓講座掌握。在前不久舉行的第六屆在我國城鎮自來水公司發展趨向環球性研討會與新技術設備展會上,在我國城鎮供電系統污水管道協會成立流程李振東詳解說,髙速城鎮化使在中國城市供水、污水管道等方面得到 史無前例發展趨向,此外也導致了一系列矛盾。比如,水源空氣污染趨勢依然令人擔憂、現階段水廠制作工藝相對過時、假冒偽劣管材較為嚴重威脅管網安全系數以及水質、配電設備發展趨向不平衡等難點。解決日益嚴重的水環境污染,絕大多數采用傳統工藝的自來水廠能否合理用對?如何從飲用水水源地、水廠水質和供水管網基建項目3方面保證 飲用水安全系數?電視記者重點圍繞上述難點進行了采訪。

在(zai)(zai)(zai)(zai)中(zhong)國(guo)(guo)現如今水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)安(an)全(quan)(quan)系(xi)數(shu)狀況令人(ren)堪憂(you),水(shui)(shui)(shui)(shui)(shui)(shui)環(huan)境安(an)全(quan)(quan)管(guan)(guan)(guan)理(li)管(guan)(guan)(guan)理(li)方法遭(zao)受威脅。國(guo)(guo)家環(huan)保(bao)部(bu)(bu)于二零零六(liu)(liu)年(nian)~二零一(yi)(yi)零年(nian)先后開展了我國(guo)(guo)各(ge)大(da)都市、城(cheng)鎮(zhen)和城(cheng)鎮(zhen)集中(zhong)化飲(yin)用水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)基(ji)礎環(huan)境調查及鑒定工作(zuo)(zuo)(zuo)上(shang)。二零零九(jiu)年(nian),中(zhong)國(guo)(guo)各(ge)省七大(da)水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)總體為(wei)輕度(du)(du)空氣(qi)污(wu)染(ran)(ran)(ran),但408個(ge)地(di)(di)表水(shui)(shui)(shui)(shui)(shui)(shui)國(guo)(guo)控檢驗(yan)橫剖面中(zhong),仍(reng)(reng)有(you)(you)28%劣于Ⅴ類水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)監(jian)測規范(fan);在(zai)(zai)(zai)(zai)我國(guo)(guo)重(zhong)要(yao)管(guan)(guan)(guan)控的(de)(de)二十六(liu)(liu)個(ge)湖庫中(zhong),仍(reng)(reng)有(you)(you)35%劣于Ⅴ類水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)監(jian)測規范(fan)。一(yi)(yi)部(bu)(bu)分(fen)湖庫和江河水(shui)(shui)(shui)(shui)(shui)(shui)華(hua)常常造成,甚至(zhi)傷(shang)害到周邊人(ren)民(min)大(da)眾的(de)(de)飲(yin)水(shui)(shui)(shui)(shui)(shui)(shui)安(an)全(quan)(quan)。城(cheng)鎮(zhen)集中(zhong)化飲(yin)用水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)地(di)(di)的(de)(de)水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)數(shu)據信息(xi)調查研究報告,有(you)(you)近1/5的(de)(de)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)存在(zai)(zai)(zai)(zai)空氣(qi)污(wu)染(ran)(ran)(ran)源(yuan)超(chao)標(biao)情(qing)況。調查發現的(de)(de)飲(yin)用水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)地(di)(di)水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)管(guan)(guan)(guan)理(li)方案還只限基(ji)礎空氣(qi)污(wu)染(ran)(ran)(ran)源(yuan),危害分(fen)析(xi)化學空氣(qi)污(wu)染(ran)(ran)(ran)源(yuan)的(de)(de)檢驗(yan)與(yu)管(guan)(guan)(guan)理(li)方案在(zai)(zai)(zai)(zai)絕大(da)多(duo)數(shu)地(di)(di)域(yu)仍(reng)(reng)未納入工作(zuo)(zuo)(zuo)上(shang)范(fan)圍。數(shu)據信息(xi)調查研究報告,一(yi)(yi)部(bu)(bu)分(fen)地(di)(di)域(yu)飲(yin)用水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)保(bao)護(hu)區劃分(fen)不科學、保(bao)護(hu)區審核工作(zuo)(zuo)(zuo)上(shang)進度(du)(du)緩(huan)慢;保(bao)護(hu)區細胞外(wai)液(ye)管(guan)(guan)(guan)理(li)方案不苛刻、每個(ge)保(bao)護(hu)區內不一(yi)(yi)樣(yang)水(shui)(shui)(shui)(shui)(shui)(shui)準地(di)(di)存在(zai)(zai)(zai)(zai)傷(shang)害水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)地(di)(di)水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)安(an)全(quan)(quan)系(xi)數(shu)的(de)(de)活(huo)動(dong);一(yi)(yi)部(bu)(bu)分(fen)地(di)(di)域(yu)監(jian)管(guan)(guan)(guan)工作(zuo)(zuo)(zuo)能力欠(qian)缺、服務設施管(guan)(guan)(guan)理(li)制度(du)(du)不健(jian)全(quan)(quan),監(jian)管(guan)(guan)(guan)難(nan)的(de)(de)難(nan)點(dian)較為(wei)情(qing)況嚴重(zhong),法律(lv)法規意識(shi)淡(dan)(dan)薄(bo)、法律(lv)意識(shi)淡(dan)(dan)薄(bo)、違法不究的(de)(de)情(qing)況仍(reng)(reng)然(ran)存在(zai)(zai)(zai)(zai);十分(fen)一(yi)(yi)部(bu)(bu)分(fen)地(di)(di)區環(huan)境監(jian)測工作(zuo)(zuo)(zuo)能力缺乏,沒法考慮到飲(yin)用水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)環(huan)境安(an)全(quan)(quan)管(guan)(guan)(guan)理(li)管(guan)(guan)(guan)理(li)方法規定;一(yi)(yi)部(bu)(bu)分(fen)地(di)(di)域(yu)環(huan)境安(an)全(quan)(quan)管(guan)(guan)(guan)理(li)管(guan)(guan)(guan)理(li)團隊人(ren)員不足、工作(zuo)(zuo)(zuo)能力較差的(de)(de)難(nan)點(dian)仍(reng)(reng)然(ran)顯出。
礦泉水(shui)超濾(lv)裝置報道:解決(jue)日(ri)益嚴重(zhong)的(de)(de)水(shui)源環境污染,在中(zhong)(zhong)國(guo)(guo)絕大多數水(shui)廠卻沒法處理(li)(li)。李(li)振東說,根據中(zhong)(zhong)國(guo)(guo)住建部對中(zhong)(zhong)國(guo)(guo)各省設市(shi)大都市(shi)和(he)縣上(shang)現階段文化性水(shui)廠的(de)(de)調研:土(tu)(tu)壤層水(shui)廠多采(cai)用(yong)(yong)基礎處理(li)(li)工(gong)藝(yi);地下水(shui)廠多簡單殺(sha)菌(jun)消毒(du);轄縣文化性水(shui)廠普遍采(cai)用(yong)(yong)基礎處理(li)(li)工(gong)藝(yi)。目(mu)前(qian)水(shui)源空(kong)(kong)氣污染情況嚴重(zhong),水(shui)中(zhong)(zhong)危害有害物質的(de)(de)種類和(he)成份(fen)不斷提高,基礎處理(li)(li)工(gong)藝(yi)沒法清理(li)(li)處理(li)(li)這(zhe)類空(kong)(kong)氣污染源。按二零零七年(nian)七月一(yi)日(ri)國(guo)(guo)家(jia)標(biao)準委(wei)和(he)中(zhong)(zhong)國(guo)(guo)衛生部協作發(fa)布的(de)(de)《生活(huo)飲用(yong)(yong)水(shui)衛生標(biao)準》(GB5749-2006)要求(qiu),十分數量的(de)(de)水(shui)廠制作工(gong)藝(yi)務(wu)必升級改(gai)造(zao)。我國(guo)(guo)90%的(de)(de)自來水(shui)廠,在生產制造(zao)飲用(yong)(yong)水(shui)時仍然(ran)運用(yong)(yong)傳統工(gong)藝(yi)。這(zhe)套制作工(gong)藝(yi)早(zao)就沿(yan)用(yong)(yong)了近近百年(nian),其(qi)基本(ben)流程為“混泥土(tu)(tu)—沉定—過濾(lv)—殺(sha)菌(jun)消毒(du)”。在殺(sha)菌(jun)消毒(du)這(zhe)一(yi)環節上(shang),我國(guo)(guo)水(shui)廠重(zhong)要采(cai)用(yong)(yong)高錳酸鉀溶液水(shui)溶液殺(sha)菌(jun)消毒(du)。
但(dan)是,傳統的(de)高錳酸鉀溶(rong)液水(shui)(shui)(shui)(shui)溶(rong)液殺菌消毒制作工(gong)藝(yi)僅有去除水(shui)(shui)(shui)(shui)源中(zhong)(zhong)的(de)細砂、膠體溶(rong)液沉渣、微生(sheng)物以(yi)及20%~30%的(de)天(tian)然分析(xi)化(hua)學空氣(qi)污(wu)染(ran)源,重要針對(dui)受輕(qing)度空氣(qi)污(wu)染(ran)的(de)Ⅱ類水(shui)(shui)(shui)(shui)質。而近幾年(nian)來在中(zhong)(zhong)國水(shui)(shui)(shui)(shui)源環境污(wu)染(ran)安全生(sheng)產事故多發,水(shui)(shui)(shui)(shui)中(zhong)(zhong)有機(ji)(ji)化(hua)合物種類各種各樣(yang),傳統工(gong)藝(yi)無法將其(qi)去除。“倘若水(shui)(shui)(shui)(shui)源不合格,水(shui)(shui)(shui)(shui)廠(chang)(chang)應選用(yong)深層次(ci)處(chu)理(li)的(de)方法。”清(qing)華大學權威專(zhuan)家王占生(sheng)在接受記者采訪時詳(xiang)解(jie)說。簡言之深層次(ci)處(chu)理(li),就(jiu)是在傳統工(gong)藝(yi)上提高活(huo)(huo)性(xing)(xing)(xing)氧活(huo)(huo)性(xing)(xing)(xing)炭。王占生(sheng)詳(xiang)解(jie),活(huo)(huo)性(xing)(xing)(xing)炭可(ke)以(yi)吸咐很容易吸咐的(de)有機(ji)(ji)物,而活(huo)(huo)性(xing)(xing)(xing)氧可(ke)以(yi)將大成(cheng)分的(de)有機(ji)(ji)物,氧化(hua)成(cheng)小成(cheng)分,從而更加有利于(yu)活(huo)(huo)性(xing)(xing)(xing)炭過(guo)濾器。經歷活(huo)(huo)性(xing)(xing)(xing)氧活(huo)(huo)性(xing)(xing)(xing)炭處(chu)理(li)的(de)飲(yin)用(yong)水(shui)(shui)(shui)(shui),可(ke)以(yi)去除20%~30%的(de)分析(xi)化(hua)學空氣(qi)污(wu)染(ran)源,使原裝水(shui)(shui)(shui)(shui)質達標。目前北京好多個水(shui)(shui)(shui)(shui)廠(chang)(chang),早(zao)就(jiu)采用(yong)了活(huo)(huo)性(xing)(xing)(xing)氧活(huo)(huo)性(xing)(xing)(xing)炭加工(gong)工(gong)藝(yi),一些水(shui)(shui)(shui)(shui)廠(chang)(chang)也(ye)早(zao)已充(chong)分考(kao)慮運用(yong)膜制作工(gong)藝(yi)。北京的(de)飲(yin)用(yong)水(shui)(shui)(shui)(shui)已基本達標,但(dan)是,除了一些一線(xian)城(cheng)市外,在中(zhong)(zhong)國絕(jue)大多數水(shui)(shui)(shui)(shui)廠(chang)(chang)都仍未做深層次(ci)處(chu)理(li)。
礦泉水(shui)(shui)超濾裝置(zhi)報道:從(cong)《生(sheng)活(huo)飲用(yong)水(shui)(shui)衛(wei)生(sheng)標(biao)(biao)(biao)準》(GB5749-85)中(zhong)35項(xiang)檢(jian)測(ce)(ce)(ce)指標(biao)(biao)(biao)值(zhi)到(dao)《生(sheng)活(huo)飲用(yong)水(shui)(shui)衛(wei)生(sheng)標(biao)(biao)(biao)準》(GB5749-2006)中(zhong)的(de)(de)106項(xiang)檢(jian)測(ce)(ce)(ce)指標(biao)(biao)(biao)值(zhi),水(shui)(shui)質監測(ce)(ce)(ce)規(gui)范對(dui)(dui)自來水(shui)(shui)公(gong)司、水(shui)(shui)廠(chang)明(ming)確(que)指出(chu)了很多要(yao)求,即便如此(ci),在中(zhong)國(guo)飲用(yong)水(shui)(shui)標(biao)(biao)(biao)準與國(guo)家(jia)標(biao)(biao)(biao)準仍(reng)有(you)(you)一(yi)定區別。據(ju)調查,《生(sheng)活(huo)飲用(yong)水(shui)(shui)衛(wei)生(sheng)標(biao)(biao)(biao)準》(GB5749-2006)中(zhong)106項(xiang)指標(biao)(biao)(biao)值(zhi)分為(wei)基(ji)礎(chu)指標(biao)(biao)(biao)值(zhi)和(he)非常規(gui)指標(biao)(biao)(biao)值(zhi),在這其(qi)(qi)中(zhong),基(ji)礎(chu)指標(biao)(biao)(biao)值(zhi)42項(xiang),非常規(gui)指標(biao)(biao)(biao)值(zhi)64項(xiang)。檢(jian)驗一(yi)個水(shui)(shui)體取樣(全(quan)部106項(xiang)指標(biao)(biao)(biao)值(zhi))的(de)(de)花(hua)銷(xiao)約為(wei)1.五萬(wan)(wan)元(yuan)(yuan)~2萬(wan)(wan)元(yuan)(yuan),此(ci)筆花(hua)銷(xiao)雖(sui)然不低,但增加機械(xie)設備的(de)(de)花(hua)銷(xiao)高些。以二(er)種(zhong)瘧原蟲的(de)(de)檢(jian)驗機械(xie)設備為(wei)事例,務必(bi)五十萬(wan)(wan)元(yuan)(yuan)~80萬(wan)(wan)元(yuan)(yuan),而選購一(yi)份診斷試劑盒,務必(bi)5000元(yuan)(yuan)。除北京等超大(da)城市外,其(qi)(qi)他大(da)都市沒(mei)有(you)(you)相對(dui)(dui)性的(de)(de)檢(jian)驗能(neng)力,國(guo)家(jia)行業標(biao)(biao)(biao)準中(zhong)涉及的(de)(de)106項(xiang)檢(jian)測(ce)(ce)(ce)指標(biao)(biao)(biao)值(zhi)僅(jin)有(you)(you)時間延遲到(dao)二(er)0一(yi)二(er)年七(qi)月(yue)一(yi)日實行。
據中(zhong)(zhong)(zhong)國住建(jian)部(bu)、發改委、財政部(bu)協(xie)作下達的《全國城(cheng)(cheng)市(shi)供水(shui)(shui)(shui)管網改造近(jin)期(qi)規劃(2006年(nian)~2007年(nian))》中(zhong)(zhong)(zhong)的數據分(fen)(fen)析顯示,我國出(chu)現異常(chang)運(yun)行(xing)的主(zhu)桿管中(zhong)(zhong)(zhong)有32.8%存在(zai)原(yuan)材(cai)料荒(huang)繆難(nan)點;37%情(qing)況嚴重(zhong)老化,鋪設時間大(da)部(bu)分(fen)(fen)在(zai)50年(nian)以上,管道內壁(bi)銹蝕、結垢(gou)情(qing)況嚴重(zhong)。上世紀七八十年(nian)代是城(cheng)(cheng)鎮供電系統(tong)的集中(zhong)(zhong)(zhong)建(jian)筑施工施工期(qi),運(yun)用了許多 陶管、石綿水(shui)(shui)(shui)泥管、塑料排水(shui)(shui)(shui)管和灰口鑄鐵(tie)管等假冒偽劣管材(cai),約占目前城(cheng)(cheng)市(shi)供水(shui)(shui)(shui)管網全長的40%。在(zai)這其(qi)中(zhong)(zhong)(zhong),約25%的管網損壞、井漏情(qing)況嚴重(zhong),沒法保證 輸配水(shui)(shui)(shui)質。根(gen)據對中(zhong)(zhong)(zhong)國各省市(shi)級以上大(da)都市(shi)的調查統(tong)計,一(yi)些一(yi)二線城(cheng)(cheng)市(shi)每(mei)一(yi)年(nian)“崩裂(lie)”次數均在(zai)1000次左右,主(zhu)桿管“崩裂(lie)”導致同城(cheng)(cheng)網停水(shui)(shui)(shui)的情(qing)況也常(chang)常(chang)產(chan)生。除此之(zhi)外(wai),居民(min)小區供電系統(tong)一(yi)般先將水(shui)(shui)(shui)導入貯水(shui)(shui)(shui)池(chi)或儲儲水(shui)(shui)(shui)箱,沖(chong)裝后再用子管道分(fen)(fen)贈(zeng)送給居民(min),常(chang)常(chang)由于貯水(shui)(shui)(shui)池(chi)缺(que)乏立即清理和殺菌消(xiao)毒(du)或降雨(yu)進到造成 空氣污(wu)染。
